The crooks of my elbows get very red and itchy during the winter. After the irritation subsides the patches become discolored and remain this way even during the summer when the rest of my body tans. Any suggestion as to what this is or what I can do to prevent it?

This sounds like Eczema a common allergic skin rash. Buy some 1% hydrocortizone ointment from the pharmacy and apply it twice a day. It should be all cleared up in no time.
